It depends from the specification of the platform.
For example, in Google Ads (before it was Google AdWords) every animation will have up to 30 seconds length. According to Google: “animated ads are restricted to a maximum of 30 seconds (at a 15-20 fps frame rate), after which point they must remain static.”

Which platform is the best for display advertising?

There are many good platforms. In my opinion, for display campaigns the Google DoubleClick is one of the best (a lot better than Google Ads). It allows to use 200KB Rich Media banners (about 180KB is for assets), so the quality can be very high. In Google Ads you have only 150KB where assets are limited to approximately 110KB.

Is it better to use raster graphics or vector?

Definitely vector graphic is the best - it provide high quality with low file size. However it also require more time, to work on it. When you're using Google Ads platform is the best to use only a vector graphic. On platforms like Google DoubleClick, you can easy use both.

I've never run display campaign before. What do I do?
